The literature on school
reform converges around one central concept: Strong leadership enhances
the prospect of successful reform. What leaders think and do and how they
interact with others has a profound effect on the level of performance
of the organizations in which they work.
In order to create, maintain, and expand a coherent program of professional
development that results in improved student and teacher performance,
the following leaders need to be involved:
- District
leaders (administrators, coordinators, and specialists from the
areas of curriculum, professional development, special education,
technology, Title I, and bilingual education) have overall responsibility
for implementation of the program.
- Champions
(usually one per district) are key in shepherding the process by working
closely with principals.
- Principals
(or their delegates) assume responsibility at the school level for
a coordinated implementation of professional development.
- Facilitators
work directly with teachers and experts at the school level to implement
the three professional development components.
Working together in a coordinated fashion, these leaders carry out five
phases of implementation:
- Phase 1:
Explore and Decide. District-level and school-based leaders explore
all aspects of STAR Tech and decide whether or not to implement the
program.
- Phase 2:
Start-up. All of the structures and supports needed to prepare for
implementation are put into place.
- Phase 3:
Implementation and Formative Evaluation. Teachers participate, with
support from facilitators and experts, in the three components of
professional development. Findings from an ongoing formative evaluation
are used to make mid-course corrections.
- Phase 4:
Summative Evaluation. A summative evaluation is carried out to determine
student and teacher outcomes.
- Phase 5:
Scale-up. Decisions are made about how best to expand curriculum focus,
modify goals, and increase the scope of the program in terms of the
number of teams, grades, and schools involved. The second round of
implementation begins.
