Leadership for the STAR Tech Professional Development Program

key leaders of the STAR Tech Program of Professional Development In order for STAR Tech’s three professional development components (The STAR Cycle, 1:1 Assistance, and Knowledge Acquisition) to be successfully implemented, key leaders at the school and district levels need to provide ongoing support. These key leaders carry out an iterative five-phase implementation process. The STAR Tech program provides leaders with a comprehensive set of guidelines called Leading inDeed. In addition, this website has a special area devoted to facilitators. The developers of STAR Tech are available to help leaders implement the program in their districts and schools. The STAR Tech Leaders

In order to create, maintain, and expand a coherent program of professional development that results in improved student and teacher performance, the following leaders need to be involved:

  • District Leaders (administrators, coordinators, and specialists from the areas of curriculum, professional development, special education, technology, Title I, and bilingual education) have overall responsibility for implementation of the program.

  • Champions (usually one per district) are key in shepherding the process by working closely with principals. Read an interview with a STAR Tech Champion.

  • Principals (or their delegates) assume responsibility at the school level for a coordinated implementation of professional development.

  • Facilitators work directly with teachers and experts at the school level to implement the three professional development components. Go to the facilitators' section of the website.

The Five Phases of Implementation

STAR Tech guides leaders to carry out an implementation process with the following five phases:

  • Phase 1: Explore and Decide. District-level and school-based leaders explore all aspects of STAR Tech and decide whether or not to implement the program.

  • Phase 2: Start-up. All of the structures and supports needed to prepare for implementation are put into place.

  • Phase 3: Implementation and Formative Evaluation. Teachers participate, with support from facilitators and experts, in the three components of professional development. Findings from an ongoing formative evaluation are used to make mid-course corrections.

  • Phase 4: Summative Evaluation. A summative evaluation is carried out to determine student and teacher outcomes.

  • Phase 5: Scale-up. Decisions are made about how best to expand curriculum focus, modify goals, and increase the scope of the program regarding the number of teams, grades, and schools involved. The process begins again for its second iteration.

Leading inDeed:
Guidelines to Implement the STAR Tech Professional Development Program

cover of the Leading inDeed ManualLeading inDeed is the name of the comprehensive set of guidelines we designed to help district leaders, champions, principals, and facilitators implement the STAR Tech program. The guidelines, including relevant tools and resources, are included within a 260-page binder. In addition, the entire contents are available on a CD-ROM that contains Microsoft Word and PDF files. These files link back to key information on this website.

The guidelines for each leader are organized by the five phases of implementation: explore and decide, start-up, implementation and formative evaluation, summative evaluation, and scale-up. Within each phase, leaders are guided to carry out a set of specific steps. The chart below lists the steps for each leader.
